EXPLANATORY NOTE

            Pursuant to Republic Act 7160, Section 21 (Closing and Opening of Road), any national or local road, alley, park or square maybe temporarily closed during an actual emergency or fiesta celebrations, public rallies, agricultural or industrial fairs, the duration of which shall be specified by the Local Chief Executive concerned in a written order. Provided, however, that no national or local road and like shall set temporarily closed for occasions not officially sponsored, recognized or approved by the local government unit concerned.

The Cooperative Movement of the Philippines celebrates Cooperative Month every October. The LGUs and all over the country will be hosting various events to feel the  spirit of the celebration. The local government of Tagum City through the City Cooperative Development Council (CCDC) and in partnership and collaboration of the various agencies and primary cooperatives is going to conduct various activities that will promote cooperativism and camaraderie among all cooperative members and extending its services to the community as one of their social responsibilities.

Some of the activities in Tagum City are the Coop Month Opening Salvo, Inter-Cooperative Tournaments (Basketball, Volleyball, Dart, Billiard, Table Tennis, and Chess), Contests Coop Voice Duo, Dancefest, Search for Outstanding Coop Ambassador and Ambassadress), October Praise, Battle of the Bands, Soil Bagging, Medical  Mission, and one of the highlight activity is the Trade Fair where cooperative will showcase their projects and other business that will be held at the Freedom Park with nightly entertainment and inter-coop competitions for 2 weeks.

The temporary closure of these roads is to provide our participants, visitors and guests a space for parking. Hence, this ordinance;

CITY ORDINANCE NO. 829, s-2017

AN ORDINANCE GRANTING THE TEMPORARY CLOSURE OF PORTIONS OF ARELLANO AND BONIFACIO STREETS FOR THE TRADE FAIR ACTIVITY AS PART OF THE COOP MONTH CELEBRATION 2017 FROM 4:00 IN THE AFTERNOON TILL 11:00 IN THE EVENING.

BE IT enacted by the Sangguniang Panlungsod of the City of Tagum in a Session assembled, that:

SECTION 1. Portions of Arellano and Bonifacio Streets shall be closed as the City Cooperative Development Council commemorates the Cooperative Month Celebration” this month of October wherein Trade Fair and various nightly activities will be conducted at the Freedom Park from October 7 to October 21, 2017 from 4:00 in the afternoon till 11:00 in the evening.

SECTION 2. The following terms and conditions shall be implemented:

a.      That a substitute route with corresponding routing plan shall be provided;
b.      That the alternate route shall be properly maintained for public safety until such duration that the subject road will be opened back to the public;
c.      That the provisions of international road signs be it informative and regulatory shall be strictly followed including installation thereto;
d.      That the various roads as parking space subject for temporary closure shall be disseminated to the public stating the specific day and time;
e.      That the City Cooperative Development Council shall provide appropriate traffic and public information signages and manpower in coordination with the Traffic Management and Security Management Office including the Philippine National Police, Force Multipliers  and other appropriate agencies of the government ;
f.        That the residents of the area covered by the closure of road shall be given access;
g.      That  in cases  of emergency the organizer shall provide specific  route to allow the free flow of traffic to the responder or for an ambulance/rescue vehicle in responding said incident; and
h.      That all relevant laws and department orders appertaining conduct of event and founding anniversaries; temporary closure of roads and security protocol specifically relative to Proclamation No. 216 including its guidelines shall be strictly followed.

SECTION 3. That temporary closure shall start at 4:00-11:00 in the evening from October 7 to October 21, 2017. The roads to be closed covers from Arellano St. cor. Osmena St. to cor. Bonifacio St. (Behind Freedom Stage) and Bonifacio St. cor. Arellano St. to corner Rizal St. (fronting Center for Justice and Transformation – CJT Building).

SECTION 4.  Pursuant to the above terms and conditions, the temporary closure of the various roads as parking space for the Coop Month Trade Fair is hereby approved for public safety.

SECTION 5. This Ordinance shall take effect immediately upon its approval.
