RESOLUTION NO. 851, s-2017

 

A RESOLUTION DECLARING THE BARANGAYS OF TAGUM UNDER THE STATE OF CALAMITY DUE TO FLASHFLOODS BROUGHT BY TROPICAL STORM VINTA.

WHEREAS, the Local Chief Executive forwarded an endorsement dated December 27, 2017 to the Office of the Sangguniang Panlungsod of Tagum through the Office of the City Vice Mayor with attached Disaster Risk Reduction Management Council (CDRRMC) Resolution No. 3, series of 2017, requesting the Sangguniang Panlungsod to convene in a Special Session and to take up said matter for urgent action;

WHEREAS, the CDRRMC Resolution No. 3, series of 2017 is entitled, “A Resolution endorsing to the Sangguniang Panlungsod of Tagum to declare a State of Calamity in the City of Tagum due to the impact caused by the incessant rains that brought flooding due to the Tropical Storm Vinta” with attached reports from offices concerned;

WHEREAS, Local Government Units (LGUs) are authorized under Section 16 of the Local Government Code of 1991, otherwise known as the General Welfare Clause, to “xxx exercise the powers necessary, appropriate, or incidental for its efficient and effective governance and those which are essential to the promotion of the general welfare”;

WHEREAS, the Tropical Storm Vinta affecting the Davao Region has brought heavy downpour that caused the two river tributaries of the Province of Davao del Norte (Saug River and Liboganon River to reach its point affecting the low-lying barangays of the city and triggered flash floods to Barangays Bincungan, Busaon, Canocotan, Cuambogan, La Filipina, Liboganon, Madaum, Magdum, Mankilam, New Balamban, San Agustin, San Miguel and Pagsabangan;

WHEREAS, the devastating rain and flood caused destruction and damage to agricultural crops and various infrastructure projects in the affected areas as shown in Damage Assessment Report as covered by the respective reports from the City Engineer’s Office and City Agriculture’s Office respectively, detailing the following damages and its assessment in monetary value:

 

Damaged Assessment to Infrastructure            –                       P      1,175,000.00

Damaged Assessment to Agricultural Crops   –                       P    10,313,604.00

Number of Affected Families                           –                       6,260 families

 

NOW THEREFORE, be it resolved as it is hereby resolved by the Sangguniang Panlungsod of Tagum to declare the City of Tagum under the State of Calamity due to flashfloods brought by Tropical Storm Vinta.

 

RESOLVED FURTHER, that the City Disaster Risk Reduction Management Council thru its Action Officer, be directed to submit to the Sangguniang Panlungsod a notarized terminal report delineating the extend of support to the affected barangays and the report expenditures of the items procured by the city utilizing the City Disaster Risk Reduction Management Fund and other sources.

 

RESOLVED FURTHERMORE, that copies of this Resolution be furnished to City Disaster Risk Reduction Management Council, City Social Welfare and Development Office, all barangays of the city and to all offices concerned for their information and guidance.
